The National Computer Board, operating under the aegis of the Ministry of Technology, Communication and Innovation, invites applications from qualified candidates for the following posts:

MANAGER – PLANNING ,RESEARCH AND DEVELOPMENT

Salary: Rs 62950 x 1850 – 68500 x 1950 – 74350 x 2825 – 80000 x 3000 – 86000 (NCB 22)

Qualifications:

A. A Cambridge Higher School Certificate or Passes in at least two subjects obtained on one certificate at the General Certificate of Education “Advanced Level” or an equivalent qualification acceptable to the Board.

B (i) A degree in Information and Communication Technology or a related field from a recognised institution or an equivalent qualification acceptable to the Board.

B (ii) A Master’s degree in Information and Communication Technology or a related field from a recognised institution or an equivalent qualification acceptable to the Board

B (iii) At least seven years’ experience in the field of Information and Communication Technology including two years’ at middle management level.

Note

Qualification at A above should have been obtained prior to qualification at B (i) above and qualification at B (i) above should have been obtained prior to qualification at B (ii) above. However, candidates who, as at 30 June 2008, did not possess the qualification at A above but who possess the qualifications at B (i) and B(ii) above, will also be considered provided they hold –

(a) A Cambridge School Certificate or passes obtained on one certificate at the General Certificate of Education “Ordinary Level” either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject or an equivalent qualification acceptable to the Board; and

(b) A PHD or a second Master’s Degree or a postgraduate diploma from a recognised institution or an equivalent qualification acceptable to the Board.

Qualification (a) under ‘Note’ should have been obtained prior to qualifications at B (i) and B (ii) above and at (b) under ‘Note’.

Candidates should produce written evidence of experience claimed.

Roles and Responsibilities:

To assist the Executive Director in the performance of his duties and to contribute effectively in the achievement of the goals and objectives of the National Computer Board (NCB).

Duties: A. Planning, Research and Development Division:

1. To be responsible for the effective and efficient running of the Planning, Research and Development Division.

2. To carry out research in latest technologies for dissemination on their application in the industry.

3. To undertake studies and analysis of the use of ICT in the various socioeconomic sectors and on the development of the ICT industry.

4. To advise in the formulation of national IT policies.

5. To assist in the framing of appropriate national education, training and research plans.

6. To develop standards in relevant areas of IT.

7. To liaise with international agencies on ICT and related matters.

8. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Manager in the roles ascribed to him.

MANAGER -BUSINESS DEVELOPMENT AND PROMOTION

Salary: Rs 62950 x 1850 – 68500 x 1950 – 74350 x 2825 – 80000 x 3000 – 86000 (NCB 22)

Qualifications:

A. A Cambridge Higher Certificate or passes in at least two subjects obtained on one certificate at the General Certificate of Education “Advanced Level”. B (i) A degree in Marketing or Management or related fields from a recognised institution or an equivalent qualification acceptable to the Board.

B (ii) A Master’s degree in Marketing or Management or a related field from a recognised institution or an equivalent qualification acceptable to the Board. B (iii). At least seven years’ experience in the field of Marketing or Management including at least two years’ at middle management level.

Note

Qualification at A above should have been obtained prior to qualification at B (i) above and qualification at B (i) above should have been obtained prior to qualification at B (ii) above. However, candidates who, as at 30 June 2008, did not possess the qualification at A above but who possess the qualifications at B (i) and B(ii) above, will also be considered provided they hold –

Duties: Business Development and Promotion Division:

1. To be responsible for the effective and efficient running of the Business Development and Promotion division

2. To undertake market research/intelligence to assess the competitiveness of Mauritius in the ICT industry.

 To advise foreign and local investors on investment opportunities in the ICT sector in Mauritius.

 To create networks and work in close collaboration with members of the local ICT industry with a view to assist them to develop their business at an international level.

 To assist investors and local companies to develop tie-ups, strategic alliances or joint-ventures and foreign companies.

 To develop marketing/promotional tools and facilitate local companies in marketing their products and services.

 To advise on policy and strategies relevant to the Business Development Promotion Division

 To organise ICT trade fairs/exhibitions and inward/outward investment missions.

 To encourage and facilitate the participation of local ICT companies in international trade fairs.

 To develop the local ICT industry through collaboration with international bodies.

 To prepare regular reports and papers with relating to the industry at international level

To conduct research and development to identify new projects related to market development

 To conduct assessment of industry and publications reports for ICT industry development

1. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Manager; Business Development and Promotion in the roles ascribed to him

SYSTEMS ADMINISTRATOR

Salary: Rs 29400 x 775 – 32500 x 925 – 37125 x 1225 – 40800 x 1525 – 49950 x 1625 – 62950 (NCB 20)

Qualifications:

A. A Cambridge Higher School Certificate or Passes in at least two subjects obtained on one certificate at the General Certificate of Education “Advanced level”

B. A degree in Computer Science or a degree, the major part of which should be in Computer Science, from a recognised institution OR Equivalent qualifications to A and B above acceptable to the Board. B. At least four years’ post qualification experience in installation, configuration, administration, maintenance and troubleshooting on Solaris and Windows Server Platform.

C. Candidates should be result-oriented, self-motivated and have the ability to work in a team

Note

Qualification at A above should have been obtained prior to qualification at B above. However, candidates who, as at 30 June 2003, did not possess the qualification at A above will also be considered provided they hold-

(a) A Cambridge School Certificate or Passes obtained on one certificate at the General Certificate of Education “Ordinary Level” either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject or an equivalent qualification acceptable to the Board; and

(b) A Master’s Degree or a postgraduate diploma from a recognised institution in one of the fields at B above or an equivalent qualification acceptable to the Board.

Candidates should produce written evidence of experience claimed.

Duties

To ensure the smooth running of IT infrastructure and services.

2. To maintain an updated equipment inventory for tracking purposes;

3. To maintain close liaison with hardware, telecommunications and software suppliers to handle any critical situation without service interruption;

4. To install operating systems software, database management systems software, and other utilities;

5. To manage users and groups;

6. To perform Backup and restoration;

7. To carry out System Performance Monitoring, Tuning and troubleshooting;

8. To manage the Government E-mail Service;

9. To perform such duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Systems Administrator in the roles ascribed to him /her.

Note The Systems Administrator will be required to remain on call on a 24-hour basis including weekends and Public Holidays.

ACCOUNTS CLERK

Salary: 17375 x 325 – 17700 x 375 – 19575 x 475 – 21950 x 625 – 23200 x 775 – 32500 (NCB 6)

Qualifications:

A. (a) Cambridge School Certificate with credit in at least five subjects including English Language, French and Mathematics or Principles of Accounts obtained at not more than two sittings

or

b) Passes not below Grade C in at least five subjects including English Language, French and Mathematics or Principles of Accounts obtained at not more than two sittings at the General Certificate of Education “Ordinary Level” provided that at one of the sittings, passes have been obtained either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject; or

c) An equivalent qualification acceptable to the Board.

Note

Candidates not possessing a credit in English Language at the Cambridge School Certificate will also be considered provided they possess passes in at least two subjects at “Principal Level” and one subject at “Subsidiary Level” as well as the General Paper obtained on one certificate at the Cambridge Higher School Certificate Examinations.

B. Either

(i) A pass at Principal Level in Accounting at the Cambridge Higher School Certificate and at least two years’ experience in finance/audit duties. Or

(ii) A pass in Accounting at Third Level of the London Chamber of Commerce and Industry and at least two years’ experience in finance/audit duties

(iii) A Certificate in Bookkeeping (Level 2) formerly Intermediate Stage from the London Chamber of Commerce and Industry with at least four years’ experience in finance/audit duties

A certificate in Spreadsheet or knowledge of Computer Operation and Standard Software packages are desirable.

Candidates should produce written evidence of experience claimed.

Duties: 1. To assist in the preparation of: (i) quarterly management accounts; (ii) statutory accounts; (iii) cash flow budgets and financial forecasts; (iv) monthly bank reconciliation statements; (v) payroll and overtime; and (vi) payment vouchers and cheques.

2. To keep proper, complete and up-to-date records of: (i) salaries and deductions; (ii) receipts and payments; and (iii) all financial transactions such as cash books, ledgers and registers.

3. To help in the Internal audit of the organisation.

4. To maintain a proper system of accounts and to guard against irregularity and fraud.

5. To ensure that all the financial transactions of the National Computer Board are properly accounted for in accordance with basic principles of Financial Management.

6. To assist in the day to day conduct of the financial business and the smooth running of the finance section.

7. To draft correspondence relating to financial matters.

8. To compute data for the preparation of statutory reports, annual budget, final accounts and other financial reports.

9. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from Accounts Clerk in the roles ascribed to him.

IT SUPPORT OFFICER (DYEP) – on a contract basis

Flat Salary: Rs 19,575

Qualifications:

A. A Cambridge Higher School Certificate with passes at Principal Level in at least two subjects including a science subject obtained on one certificate or Passes in at least two subjects including a science subject obtained on one certificate at the General Certificate of Education “Advanced Level”.

B. A Diploma in Computer Science or a diploma with Information Technology as a major component from a recognised institution.

OR

Equivalent qualifications to A and B above acceptable to the National Computer Board. A qualification in Product Certification such as MCSE or an equivalent qualification and working experience in delivering training course are desirable.

C. Candidates should – (i) be conversant with Internet and Office automations tools; and (ii) have good interpersonal and communications skills.

Note Qualification obtained at A should have been obtained prior to qualification at B above. Candidates should produce written evidence of experience/knowledge claimed. Responsible to: The Manager or any other person designated by the Board

Duties and Responsibilities:

 Assist the ICTCP Department in the day–to–day implementation of the Digital Youth Engagement Programme – (Coding in Schools) and Cyber Caravan Project

Draft and devise course outline/materials including but not limited to manuals and handouts for IT and/or Coding Trainings or other such trainings as may be required

 Act as Trainer for the delivery of training in IT, Coding and other IT-related training in Cyber Caravans or other locations.

 Prepare the learning environment/resources including setting up IT equipment where appropriate

 Evaluate the effectiveness of training programmes/learning outcomes through feedback forms/reports

 To promote IT Culture through training programmes and induction courses

 To ensure basic hardware / software maintenance of IT Equipment.

 To assist in the organisation of seminars, conferences and other training activities  To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the IT Support Officer in the roles ascribed to him.
