The Ministry of Ocean Economy, Marine Resources, Fisheries and Shipping has been set up in line with Government vision to making the ocean economy an important industry to sustain economic diversification, job creation and wealth generation. The main objective of the Ocean Economy Unit is to formulate and implement policies and strategies for the development of the Ocean Economy. Applications are invited from suitably qualified candidates who wish to be considered for the post of Head, Ocean Economy Unit (on contract) in the Ministry of Ocean Economy, Marine Resources, Fisheries and Shipping.

A. PROFILE OF THE CANDIDATE

1. QUALIFICATIONS

a) A PhD in Marine Science or Oceanography or Ocean Governance from a recognized institution.

OR

b) Equivalent qualification to the above acceptable to the Ministry of Ocean Economy, Marine Resources, Fisheries and Shipping.

c) The candidate should:

i. reckon at least 10 years of international work experience in ocean related projects development and ocean policy development;

ii. have proven experience of project management delivery in a wide range of areas and in dealing with international agencies and funding institutions;

iii. have proven ability to prepare and deliver policy papers, action plan, research and statistical and economic analyses in a highly demanding and dynamic environment;

iv. be fluent in English and French;

v. possess excellent leadership and organization skills; and

vi. possess excellent interpersonal and communication skills.

NOTE

a) Candidates should produce written evidence of knowledge claimed.

b) The onus for the submission of written evidence of knowledge claimed and equivalence of qualification (if applicable) from the relevant authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates.

c) Applications will not be considered in case of non-submission of written evidence of knowledge claimed and equivalence certificate, as appropriate, by the closing date

2. ROLES AND RESPONSIBILITIES

To be responsible for the formulation and implementation of policies and strategies for the development of the Ocean Economy.

B. DUTIES

1. To develop the ocean economy;

2. To prepare an ocean economy policy;

3. To chart out the strategic plan/action plan;

4. To Implement and coordinates projects;

5. To identify emerging sectors in the ocean economy;

6. To coordinate with the different stakeholders issues related to ocean economy; and

7. To perform any related duties as may be assigned.

C. CONTRACT DURATION AND SALARY

1. Contract Duration : Three years

2. Salary : A monthly salary of Rs 95,000.

D. REPORTING LINE AND HOURS OF WORK

1. The Head, Ocean Economy Unit shall report to the Senior Chief Executive, Ministry of Ocean Economy, Marine Resources, Fisheries and Shipping on all matters arising from or relating to the present contract; and

2. The normal working hours of the Head, Ocean Economy Unit shall be from 08.45 hours to 16.00 hours. The Head, Ocean Economy Unit may be called upon to work outside office hours during weekdays and/or weekends without any extra remuneration.

E. OTHER CONDITIONS

1. LEAVE

After completion of one year contract, incumbent will be eligible for leave as follows:-

  i. Sick 21 working days per year. Sick leave is not accumulative and is not convertible into cash.

ii. Casual/Annual/Vacation

A combination of casual/annual/vacation at the rate of 21 working days for every year of contract which may be taken on and off to cater for brief absences. Such leave not taken may be cashed at the end of every year of contract or may be accumulated if contract is renewed.

2. TRAVELLING

A monthly travelling allowance of Rs 11,500 (if owner of a car) or mileage at the rate of Rs 6.50 per km together with a monthly commuted allowance of Rs 3,165 in case the incumbent performs official travelling during the month.

3. CAR BENEFITS/DUTY FREE FACILITIES

Either

100% duty exemption on a car with engine capacity of up to 1601 c.c. or a car of higher engine capacity not exceeding 2250 c.c. provided incumbent pays the difference in the excise duty

Or

Payment of a monthly car allowance of Rs 6,130 in lieu thereof.

4. LOAN FACILITIES

Loan facilities for the first purchase of a car equivalent to 21 months’ salary with interest at the rate of 4% per annum, refundable in 84 monthly instalments.

5. PASSAGE BENEFITS

5% of annual salary. However, passage benefits will not be earned during 21 days’ casual/annual/ vacation leave, whether taken or cashed.

6. GRATUITY

At the rate of two months’ salary payable on completion of 12 months’ satisfactory service subject to the condition that you are legally bound to reimburse any outstanding loan on termination or expiry of contract.

F. TERMINATION OF CONTRACT

1. The Government may at any time determine your employment by giving you one month’s notice in writing or by paying you one month’s salary.

2. You may resign from your employment by giving one month’s notice in writing, or by paying one month’s salary to the Government.

3. Should you in any manner misconduct yourself, the Government may terminate your employment forthwith and thereupon all rights and advantages reserved to you shall cease.

G. MODE OF APPOINTMENT

For the first intake, the Head Ocean Economy Unit will be employed on a three year contract basis.

H. MODE OF APPLICATION AND CLOSING DATE

1. Qualified candidates should submit a motivation letter together with a vision statement highlighting their related experience.
