For Open Competition

Qualifications

A. (i) A Cambridge Higher School Certificate or Passes in at least two subjects obtained on one certificate at the General Certificate of Education “Advanced Level”.

(ii) A degree in the field of Education or Management or Administration or a related field from a recognised institution.

(iii) A Master’s degree in Management or Administration from a recognised institution.

OR

Equivalent qualifications to (i), (ii) and (iii) above acceptable to the Board.

(iv) Candidates should:

(a) reckon at least 10 years’ experience in a Senior Management Level; and

(b) be computer literate.

Note:

Qualification at (i) above should have been obtained prior to qualification at (ii) above and qualification at (ii) above should have been obtained prior to qualification at (iii) above. However, candidates who, as at 30 June 2008, did not possess the qualification at (i) above but who possess the qualifications at (ii) and (iii) above, will also be considered provided they hold:

(a) a Cambridge School Certificate or passes obtained on one certificate at the General Certificate of Education “Ordinary Level” either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject or an equivalent qualification acceptable to the Board; and

(b) a PhD or a second Master’s Degree or a postgraduate diploma from a recognised institution or an equivalent qualification acceptable to the Board. Qualification (a) under ‘Note’ should have been obtained prior to qualifications at (ii) and (iii) above and at (b) under ‘Note’.

Age Limit

Candidates, unless already in the Service, should not have reached their 40th birthday by the closing date for the submission of applications.

Duties

To be responsible for the timely execution of the policies and decisions of the Board and for the effective and efficient day-to-day running of the Mauritius Examinations Syndicate (MES).

1. To be responsible to the Director in the performance of the following duties:

(i) formulating, maintaining and implementing of adequate administrative procedures throughout the organisation;

(ii) planning, co-ordinating and implementing human resource policies, strategies, systems and procedures in line with the goals and objectives of the organisation;

(iii) formulating and implementing a training and development strategy and plan for staff;

(iv) making arrangements for office accommo- dation, furniture, equipment and property maintenance; and

(v) ensuring that legislation and established procedures relating to finance and procurement and supply are properly adhered to.

Salary Scale:

Rs 66650 x 1850 – 68500 x 1950 74350 x 2825 – 80000 x 3000 – 86000

B. Limited Competition

Qualifications

a) a Cambridge School Certificate or passes obtained on one certificate at the General Certificate of Education “Ordinary Level” either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject or an equivalent qualification acceptable to the Board; and

(b) a PhD or a second Master’s Degree or a postgraduate diploma from a recognised institution or an equivalent qualification acceptable to the Board.

Qualification (a) under ‘Note’ should have been obtained prior to qualifications at (ii) and (iii) above and at (b) under ‘Note’.

Candidates should produce written evidence of knowledge claimed.

By selection from among employees of the Mauritius Examinations Syndicate who reckon at least four years’ service in a substantive capacity in one of the following grades:

(i) Principal Research and Development Officer.

(ii) Principal Examinations Officer.

(iii) Senior Examinations Officer (Administration).

(iv) Senior Examinations Officer (Data Processing).

(v) Research and Development Officer.

Duties

  1. To ensure effective management of the various divisions of the MES.
  2.  To formulate and operate an internal audit control with a view to ensuring that the systems and procedures of the organisation are adequate to safeguard the assets and income thereof.
  3.  To act as Secretary to the Board and ensure proper follow up and implementation of the decisions of the Board.
  4. To liaise and undertake, on behalf of the MES, formal correspondence with other bodies.
  5. To liaise with the Legal Adviser of the MES and arrange for the drafting of legal documents, as may be required. 7
  6. To co-ordinate the preparation of the Annual Recurrent and Capital Estimates of Expenditure and Revenue and any such financial / accounting statement / data, as may be required by the Board.
  7. To be responsible for the custody and safe keeping of all books, deeds and documents relating to the MES

Salary scale:

Rs 66650 x 1850 – 68500 x 1950 – 74350 x 2825 – 80000 x 3000 – 86000

 

C. Candidates both for open and limited competition should:

(i) be trustworthy and have a high sense of integrity;

(ii) have excellent communication and interpersonal skills and be able to lead a team; and

(iii) have a high sense of responsibility and integrity.

III. DUTIES

9. To co-ordinate the preparation of speeches and programmes, as and when required.

10. To be responsible for the design and implementation of a health, safety and welfare policy to ensure that all staff work in a safe and conducive environment.

11. To use ICT in the performance of his duties.

12. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Secretary in the roles ascribed to him.

IV. SALARY

The permanent and pensionable post carries salary in the scale Rs66,650 x 1850 – 68,500 x 1950 – 74,350 x 2825 – 80,000 x 3000 – 86,000 a month. V.

The application forms duly filled in and signed, together with photocopies of all educational/professional/technical certificates and documentary evidence of any experience claimed should reach the Director, MES, Réduit 80834, Attention: Human Resource Section by Monday 11 December 2017 (15:00 hrs at latest). The envelope should indicate clearly the post applied for on the top left-hand corner.

NOTE:

(1) Prospective candidates not satisfying the requirements of the Scheme of Service are advised NOT to apply.

(2) Qualifications obtained after the closing date for the submission of applications will NOT be considered.

(3) Incomplete, inadequate or inaccurate information will lead to the rejection of the application.

(4) Candidates should enclose photocopies of National Identity Card and academic/technical qualifications and where applicable, relevant documentary evidence of all experience claimed. Failure to produce documentary evidence at time of application will lead to disqualification from the exercise.

(5) Eligible candidates will be required to produce their National Identity Card, original birth certificate, marriage certificate (for married women) and relevant qualifications (original), if they are called for interview.

(6) The onus for the submission of written evidence of experience claimed and equivalence of qualification (if applicable) from the relevant Authorities (Tertiary Education Commission or Mauritius Qualifications Authority) rests on the candidates. Applications will not be considered in case of non-submission of required documents, as appropriate, by the closing date.
