1. Word Processing Operator

Salary:

Rs 13790 x 260 – 14050 x 275 – 15150 x 300 – 15750 x 325 – 17700 x 375 – 19575 x 475 – 21950 x 625 – 23200 x 775 – 29400 (TEC 5)

Qualifications:

A. Cambridge School Certificate with credit in English language and French obtained on one certificate or Passes in at least five subjects with at least Grade C in English Language and French obtained on one certificate at the General Certificate of Education “Ordinary Level” or an equivalent qualification acceptable to the Board.

NOTE

Candidates not possessing a credit in English Language at the Cambridge School Certificate will also be considered provided they possess passes in at least two subjects at “Principal Level” and one subject at “Subsidiary Level” as well as the General Paper obtained on one certificate at the Cambridge Higher School Certificate Examinations.

B. A certificate in typewriting at a speed of at least 25 words a minute from a recognised institution.

C. A certificate in Spreadsheet and Word/Data Processing from a recognised institution.

NOTE

Candidates not possessing qualification at C above will also be considered provided they can show proof of being able to operate a computer and use word processing and data processing packages.

Duties:

1. To type and collate official documents and if qualified as a Stenographer, take and transcribe shorthand notes.

2. To perform simple clerical duties, as and when required, to ensure speedy handling of correspondence, although clerical work does not form part of the normal duties of a Word Processing Operator.

3. To perform wordprocessing and simple computer/data processing and registry work.

4. To replace Confidential Secretaries as and when required.

5. To perform such cognate duties as may be assigned.

 

2. Office Management Assistant

Salary:

21950 x 625 – 23200 x 775 – 32500 x 925 – 37125 x 1225 – 39575

Qualifications:

By selection from among officers in the grade of Management Support Officer who –

(i) reckon at least four years’ service in a substantive capacity in the grade or an aggregate of at least four years’ service in a substantive capacity in the grade of Management Support Officer and the grade of Clerical Officer/Higher Clerical Officer or Senior Word Processing Operator or Word Processing Operator;

(ii) possess good analytical, technical and interpersonal skills;

(iii) have the ability to demonstrate initiatives in various situations;

(iv) have the ability to organize and prioritize workload; and

(v) are able to work on their own initiative and as member of a team.

NOTE

For the first intake, by appointment of officers in the grade of Executive Officer in post as at 31 December 2012 who have opted for the revised emoluments and terms and conditions set out in the PRB Report 2013 and Errors, Omissions and Anomalies Committee Report 2013 and who have opted to join the grade of Office Management Assistant on 26 May 2015 (the effective date of the scheme of service).

Duties:

1. To provide administrative support in general administration, human resource management, finance and procurement and supply.

2. To ensure the accuracy, completeness and timeliness of processes and activities performed in small units.

3. To assist in the organisation of official functions, induction and training programmes and other activities.

4. To provide customer service to the relevant stakeholders and the general public and to respond to inquiries according to established guidelines.

5. To manage and ensure safekeeping of official records.

6. To supervise the retrieval and disposal of office records within established guidelines.

7. To act as secretary to committees and/or bid evaluation committees, as and when required.

8. To undertake research in connection with the activities/policies of the Commission and submit reports, as and when required.

9. To assist in the preparation and the monitoring of Estimates.

10. To ensure the keeping of proper, complete and up-to-date Human Resource/financial records.

11. To ensure proper and timely submission of accurate returns as requested by the Executive Director.

12. To provide assistance in the processing of audit queries related to the financial and human resource issues.

13. To provide, under supervision, as and when required, advice and information on matters relating to general administration, human resource management, finance and procurement and supply.

14. To assist in all administrative processes relating to procurement and supply and warehouse operations.

15. To ensure that stock checking programmes are maintained.

16. To ensure that office inventory tallies with the supply system records.

17. To coordinate and supervise the work of subordinate staff.

18. To use ICT in the performance of his duties.

19. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from Office Management Assistant in the roles ascribed to him.

3.  Human Resource Officer/Senior Human Resource Officer

Salary:

Rs 19575 x 475 – 21950 x 625 – 23200 x 775 – 32500 x 925 – 37125 x 1225 – 40800 (TEC 14)

Qualifications:

A. Cambridge School Certificate with credit in at least five subjects including English Language, French and Mathematics or Principles of Accounts obtained at not more than two sittings or Passes not below Grade C in at least five subjects including English Language, French and Mathematics or Principles of Accounts obtained at not more than two sittings at the General Certificate of Education “Ordinary Level” provided that at one of the sittings, passes have been obtained either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject.

NOTE

Candidates not possessing a credit in English Language at the Cambridge School Certificate will also be considered provided they possess passes in at least two subjects at “Principal Level” and one subject at “Subsidiary Level” as well as the General Paper obtained on one certificate at the Cambridge Higher School Certificate Examinations.

B. A Cambridge Higher School Certificate or Passes in at least two subjects obtained on one certificate at the General Certificate of Education “Advanced Level”. C. A Diploma in Human Resource Management from a recognised institution. OR Equivalent qualifications to A, B and

C. above acceptable to the Board.

D. Candidates should –

(i) reckon at least three years’ post qualification experience at executive level in human resource matters;

(ii) be computer literate;

(iii) have good knowledge of policies, rules and regulations relating to the management of human resources;

(iv) have a good interpersonal and communication skills to form effective working relationships with people at all levels;

(v) possess good analytical and problem solving skills; and

(vi) be able to compile and interpret HR related data.

Qualification at A above should have been obtained prior to qualification at B above.

Candidates should produce written evidence of knowledge/experience claimed.

Duties:

1. To provide advice and assistance on all human resource policies and related matters.

2. To ensure that human resource policies, rules, regulations and procedures are correctly and consistently applied so that all employees are treated fairly and equitably.

3. To supervise and provide proper guidance to subordinate staff.

4. To keep up to date personnel records of all employees including records such as absenteeism, sickness, late arrivals/early departures, etc.

5. To assist in the determination of human resource needs in terms of number and levels of responsibility through proper planning and forecasting and to prepare budget proposals.

6. To draft and process schemes of service.

7. To assist in the identification of training needs and in mounting appropriate training courses.

8. To review staffing requirements in terms of number of staff and skill levels through regular manpower assessments.

9. To provide support in the implementation of the Performance Management System.

10. To promote good employee relations and staff welfare.

11. To make use of ICT in the performance of his duties.

12. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Human Resource Officer/Senior Human Officer in the roles ascribed to him

 

4. Statistician

Salary

Rs 25525 x 775 – 32500 x 925 – 37125 x 1225 – 40800 x 1525 – 49950 x 1625 – 56450 (TEC 19)

Qualifications:

A. A Cambridge Higher School Certificate with passes at Principal Level in at least two subjects including Mathematics obtained in one certificate or Passes in at least two subjects including Mathematics obtained on one certificate at the General Certificate of Education “Advance Level” or an equivalent qualification acceptable to the Tertiary Education Commission Board.

B. A degree the major part of which should be in Statistics from a recognised institution or an equivalent qualification acceptable to the Tertiary Education Commission Board.

C. At least three years’ professional experience as a statistician or in a related activity. Candidates should be computer literate.

Note:

Qualification at A above should have been obtained prior to Qualification at B above. However, candidates who, as at 30 June 2003 did not possess the qualification at A above, will also be considered provided they hold:

a) A Cambridge School Certificate or passes obtained on one certificate at the General Certificate of Education “Ordinary Level” either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in one subject or an equivalent qualification acceptable to the Tertiary Education Commission Board; and

b) A Master’s Degree or a postgraduate diploma in Statistics from a recognised institution or an equivalent qualification acceptable to the Tertiary Education Commission Board.

Qualification at (a) under ‘Note’ should have been obtained prior to qualifications at B above and at (b) under ‘Note’.

Duties:

1. To plan, collect, analyse and maintain statistical data.

2. To design, organise and carry out surveys required by the Tertiary Education Commission.

3. To make necessary forecasts and projections.

4. To assist in research-related activities and in planning the development of the tertiary education sector.

5. To prepare reports and relevant digests of statistics.

6. To use information technology in the performance of his duties.

7. To perform such cognate duties as may be assigned.
