The Civil Service College, Mauritius is inviting applications from suitably qualified candidates for the following permanent posts:

  1. Training Manager

POST: TRAINING MANAGER

SALARY SCALE: Rs 62,950 x 1850 – 68,500 x 1950 – 74,350 x 2825 – 80,000 x 3,000 – 86,000

QUALIFICATIONS & EXPERIENCE:

A. The Cambridge Higher School Certificate or the GCE “A” Level in at least 2 subjects or equivalent,

B. A first degree from a recognized institution; and

C. A postgraduate degree preferably in Management/Administration/Human Resource Management from a recognized institution.

D. Candidates should –

(i) have at least 5 years’ experience in the provision of training, developing occupational competencies and curricula as well as management of training at Senior/Intermediate Management level in either the public or private sector;

(ii) have leadership qualities, interpersonal skills and capacity to work under pressure;

(iii) work in a team;

(iv) be proficient in Information Technology; and

(v) have an understanding of e-learning techniques.

Role and Responsibilities:

The Training Manager will be called upon to mainly manage training courses, prepare, facilitate, monitor, evaluate and document training activities. Other activities will consist to conduct Training Needs Analysis to identify courses, develop training handbooks, e-materials, etc., manage a pool of resource persons, facilitate learning, manage training courses (organisation, delivery, logistic, feedback, etc) and to identify and conduct research areas. The Training Manager will report to the Director-General.

DUTIES

1) To identify training and development needs within the civil service organisations through regular consultation with stakeholders and human resources departments;

2) To design and expand training and development programmes based on the needs of the organisation and the individual;

3) To manage the delivery of training and development programmes and, in a more senior role, devise training strategy for the organisations;

4) To develop and devise learning plans and produce training materials;

5) To be involved in the creation and/or delivery of e-learning packages where necessary;

6) To research new technologies and methodologies in learning

7) To identify, formulate, prepare, cost, facilitate, monitor, evaluate and document training activities

8) To develop network with other institutions (local and/or overseas)

9) To design and ensure implementation of the assessment and certification system.

10) To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Training Manager in the roles ascribed to him/her.

2. System Analyst

POST: System Analyst

SALARY SCALE: Rs 26,300 x 775 -32,500 x 925 – 37,125 x 1,225 – 40,800 x 1,525 – 49,950 x 1,625 – 56,450

QUALIFICATIONS & EXPERIENCE

A. (i) A degree in Computer Science or Computer Engineering or Information Systems or Information Technology or Software Engineering or any degree, the major part of which should be Computer Science or Computer Engineering or Information Systems or Information Technology or Software Engineering from a recognised institution or an equivalent qualification acceptable to the Board of Civil Service College, Mauritius; and

(ii) At least two years’ experience in systems analysis, database design, web design and operation of multi-user systems.

A postgraduate degree in Computer Science or Information Technology will be an advantage.

B. Candidates should:

(i) have experience in web development, e-learning or preferably Learning Management System(LMS), Moodle

(ii) have experience in multimedia authoring tools, widgets development, network administration and web design technologies

(iii) be highly motivated, proactive and dynamic person;

(iv) be Self-starter, willing to take responsibilities;

(v) be able to work under pressure;

Candidates should produce written evidence of knowledge and experience claimed.

DUTIES:

1. To perform database, network and systems administration and to set up and manage users, groups and roles.

2. To design, develop, maintain, implement and deploy IT systems and train end-users thereon.

3. To take preventive measures to ensure adequate capacity and availability of storage and computing systems, and monitor performance to ensure optimum efficiency.

4. To provide and maintain up-to-date documentation of implemented systems with regard to technical, user, procedure and operational manuals.

5. To set up and configure computer systems and assist in ICT infrastructure deployment and site preparation.

6. To perform quality assurance of computer systems.

7. To implement security measures to safeguard IT systems from threats and ensure business continuity in collaboration with all stakeholders.

8. To ensure compliance with ICT standards, guidelines and methodologies.

9. To be responsible for the maintenance of the e-learning platform: e.g register, manage and provide support to end users, prepare and deliver reports, troubleshoot course issues, etc.

10. To assist in the coordination and collection of new e learning materials.

11. To assist in the revision of training material and development of elearning content (create, edit, delete)

12. To create new functionalities as required in order to upgrade the elearning platform-including new widgets to improve interactivity

13. To format and style web pages and integrate content with site design

14. To use scripting to create website animations and effects;

15. To develop templates and web pages on Content Management System for desktop and mobile websites;

16. To carry out accessibility and usability audits and tests, debugging, and Website maintenance / support.

17. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the System Analyst in the roles ascribed to him/her.

3. Finance Officer

POST: Finance Officer

SALARY SCALE: Rs 26,300 x 775 -32,500 x 925 – 37,125 x 1,225 – 40,800 x 1,525 – 49,950 x 1,625 – 56,450.

AGE LIMIT: Candidates should not have reached their 45th birthday by the closing date for the submission of applications

QUALIFICATIONS & EXPERIENCE

A. (i) Bachelor’s Degree, preferably accounting, finance or other related major and/or possess a professional accounting qualification such as ACCA, CIMA, etc.

(ii) At least two years’ experience in a similar position

B. Candidates should:

(i) be highly motivated, proactive and dynamic person;

(ii) be self-starter, willing to take responsibilities;

(iii) be able to work under pressure;

(iv) have an outgoing personality with excellent communication skills;

(v) be organised and committed in meeting deadlines;

(vi) have an eye for detail and strong analytical skills; and

(vii) be conversant with excel/word and accounting softwares.

Candidates should produce written evidence of knowledge and experience claimed.

DUTIES:

1. Prepare accurate reports in the form and format as required by the company in a timely manner

2. Be responsible for all returns to be submitted to the tax authorities within specified deadlines (including but not limited to VAT, PAYE TDS, NPF/NSF/LEVY)

3. Ensure reconciliation of the General Ledger

4. Maintain control on financial data and assist in implementing accounting standards

5. Maintain the general accounting system and records of the Company, whilst continuously ensuring compliance with Company policies, relevant accounting standards and other regulatory requirements

6. Prepare quarterly and annual financial statements.

7. Processing of the payroll.

8. Prepare budgets, forecasts and long term financial plans.

9. Design and maintain an efficient internal control system and oversee the internal audit function

10. Manage cash position of the company, accounts receivables and accounts payables.

11. Review and ensure that all invoices received from creditors are properly processed and recorded on accounting system.

12. Review payment instructions for transfers upon request.

13. Prepare cheques for payments to suppliers as and when required.

14. Prepare invoices. and pro-forma invoices.

15. Liaise with auditors for queries/requests pertaining to the preparation/audit of Financial Statements

4. Programme Officer

QUALIFICATIONS & EXPERIENCE:

  • A first degree from a recognized institution; and
  • A postgraduate degree will be an advantage

Candidates should:

(i) have a minimum of one-year experience in the planning, managing and organising of training;

(ii) have an understanding of e-learning techniques;

(iii) possess good organizing and administrative skills;

(iv) possess excellent communication and interpersonal skills; and

(v) be proficient in information technology.

DUTIES:

1. To identify, formulate, design, and manage training programmes;

2. To effectively manage the training programmes of the Civil Service College, Mauritius;

3. To establish a sound communication network and to ensure effective communication at all levels within the College and with its stakeholders;

4. To be responsible for the evaluation of training programmes of the College;

5. To provide administrative support in training activities;

6. To co-ordinate logistics before and during training sessions;

7. To liaise with the resource persons with regard to training sessions;

8. To maintain training records and materials;

9. To design/update training records;

10. To prepare and update training statistics;

11. To use ICT in the performance of his/her duties; and

12. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Programme Officer in the roles ascribed to him/her.

5. Clerical Officer

QUALIFICATIONS:

A. Cambridge Higher School Certificate or Passes in at least two subjects obtained on one certificate at the General Certificate of Education “Advanced Level”.

B. Candidates should:

  • have good communication skills, fluent in English and French;
  • be energetic and able to work under pressure;
  • have the ability to work on his/her own initiative;
  • be capable of dealing efficiently with members of the public; and
  • be computer literate

DUTIES:

1. To prepare, scrutinise and process documents/cases.

2. To type and collate general office correspondence and documents according to competencies.

3. To maintain files, forms, reports and other materials.

4. To receive, sort and process mail and to prepare materials for mailing.

5. To photocopy reports and other documents and operate standard office equipment such as telefax machine.

6. To carry out word processing and data entry and to update information in a computer system.

7. To carry out registry, simple finance, human resource and procurement and supply duties, under supervision.

8. To assist in administrative duties within the College and to provide general support to operational services.

9. To draft replies to simple correspondence.

10. To operate e-mail services, as and when required.

11. To effect simple research on matters pertaining to the College, as and when required.

12. To keep records regarding documents, books and magazines of the College, and to assist users by providing relevant information, whenever required.

13. To assist in duties relating to committees, organisation of official functions, training programmes and other activities.

14. To use ICT in the performance of his/her duties.

15. To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Clerical Officer in the roles ascribed to him/her.

6. Office Attendant/ Driver

POST: Office Attendant/Driver

SALARY SCALE: Rs 12,750 x 260 – 14,050 x 275 – 15,150 x 300 – 15,750 x 325 – 17,700 x 375 – 19,575 x 475 – 21,950 x 625 – 23,200

AGE LIMIT: Candidates should not have reached their 40th birthday by the closing date for the submission of applications

QUALIFICATIONS:

A. Cambridge School Certificate or the General Certificate of Education “Ordinary Level” either (i) in five subjects including English Language with at least Grade C in any two subjects or (ii) in six subjects including English Language with at least Grade C in any one subject;

OR

Equivalent qualification acceptable to the Civil Service College, Mauritius (CSCM) Board.

B. possess a valid driving license to drive cars or vans up to 2.5 tons.

C. Candidates should:

(i) be able to communicate in English and French;

(ii) possess qualities such as reliability and trustworthiness;

(iii) possess communication and interpersonal skills;

(iv) have basic knowledge of mechanics and simple vehicle maintenance; and

(v) have the ability to work in team.

DUTIES:

1. To open and close offices.

2. To drive, as and when required, CSCM’s vehicles for the conveyance of staff, materials, equipment and supplies in connection with the activities of the College.

3. To ensure the vehicle is in good running condition before a journey/trip.

4. To carry out simple vehicle maintenance tasks and report any defaults in the vehicles to the responsible officer.

5. To run official errands, including the dispatch of correspondence, forms and materials and the distribution of files, documents, etc.

6. To keep a log book.

7. To usher in/guide visitors and maintain a record of such visits, if so required.

8. To clean premises and to maintain the physical environment at a good standard.

9. To ensure that all switches/lights are turned off before leaving the CSCM premises.

10.To operate switchboard/PABX console, as and when required.

11.To operate office equipment such as duplicating, photocopying, fax and binding machines.

12.To assist in the arrangement of furniture and equipment within the CSCM premises.

13.To perform simple document binding duties.

14.To prepare and serve tea/coffee.

15.To perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the Office Attendant/Driver in the roles ascribed to him/her.
